The three phases

Businesses with annual revenue of AED 50 million or more appoint an accredited service provider by 31 July 2026 and implement e-invoicing by 1 January 2027.

Businesses with annual revenue below AED 50 million appoint a provider by 31 March 2027 and implement by 1 July 2027.

Government entities appoint a provider by 31 March 2027 and implement by 1 October 2027.

Who is in scope

E-invoicing applies to any person conducting business in the UAE, whether or not registered for VAT, for business-to-business and business-to-government transactions. Supplies to consumers are not in scope.

Revenue means the gross income of your most recent accounting period. You may start earlier on a voluntary basis; penalties do not apply to invoices issued voluntarily.

Transactions between members of the same VAT group have a grace period of 24 months from 1 January 2027.

Common questions

Where do these dates come from?
From Ministerial Decision No. 244 of 2025, as set out in the Ministry of Finance UAE Electronic Invoicing Guidelines, version 1.1 of 1 June 2026.
Do I need a service provider?
Yes. E-invoices are exchanged and reported through an accredited service provider. A business appoints one provider for both sending and receiving.
Does e-invoicing apply if I am not registered for VAT?
Yes. The obligation does not depend on VAT registration. A business without a tax registration obtains a TIN from the FTA to take part.
Is this legal advice?
No. It restates the published timeline. Check the Ministry of Finance publications and your adviser for your own case.
